Country Report on Women Situation

The Philippines is one of the most advanced in promoting gender equity and non-discrimination for women in Asia. It is also one of the most open societies compared to other Asian societies in recognizing women’s important role in society. In terms of laws, the Philippines ensures in its 1997 Constitution to respect the rights of women and recognize their role in nation-building. Other progressive laws have also been passed to protect women against sexual harassment, violence, and discrimination. However, there is still a wide gap between good intentions and reality. Gender-sensitive laws and regulations in the country remain largely unimplemented.

Our most urgent problem—the jobs deficit

It’s not the fiscal deficit that is our most urgent problem. With 10 million Filipinos looking for work, [1] it’s the jobs deficit that should be worrying the government most. To say so is not to take anything away from the seriousness of the fiscal crisis. Make no mistake: the growing deficit is an imminent threat to the economy. It must be dealt with resolutely. Now. But it is important to keep the right perspective, lest we repeat the mistakes—ours as well as other’s—of the recent past. Lest we win the battle, but lose the war.
